Instead of spending money on important things like cancer drugs and nurses, some bright spark at the Department of Health has come up with the idea of bringing in an external PR agency, at great cost, to create a??NHS Change Day? out of thin air.

PR Week report that?tender has gone out from the absurdly named ?NHS Institute for Innovation and Improvement?, or ?Ni!? for short, to come up with a day on which changes within the NHS can be celebrated by their staff. Here?s a better idea, why don?t they spend that money on saving lives? They can have that one for free?

Pretemporada NBA: Heat y Pacers muestran el list?n en el Este

Poco a poco la pretemporada va tocando a su fin y lo que verdaderamente importa, la temporada regular est? a la vuelta de la esquina por lo que los equipos comienzan a buscar el mejor estado de forma para el pistoletazo de salida de la carrera hacia el anillo, la cual ser? muy intensa y larga.

En la ?ltima jornada los Heat se deshicieron de los Bobcats con un gran Chris Bosh que lider? al equipo de Spoelstra, mientras que en el regreso de Danny Granger a?la actividad con los Pacers, los de Indianapolis solventaron victoriosamente su compromiso con Cleveland en un gran ?ltimo cuarto. En el resto de la jornada los Bulls se llevaron un choque muy igualado ante Oklahoma donde el juego interior de los de Thibodeau acab? siendo primordial para que el gran partido de Ibaka fuea ineficaz y la ausencia de Durant clave, por su parte los Warriors sin Stephen Curry demostraron una vez m?s y tras el cabreo de Mark Jackson por la imagen de los de Oakland ante los Clippers, el gran paso adelante que la franquicia californiana ha dado y se impusieron claramente a Phoenix Suns.

A los Heat les basta con un notable Bosh

En un partido disputado en el pabell?n PNC Arena de Raleigh, en Carolina del Norte y bajo la atenta mirada del seleccionador norteamericano Mike Krzyzewski, los Heat solventaron ante los Bobcats un encuentro que aunque el marcador transmita algo m?s de igualdad, se pudo ver el gran abismo que hay entre ambas franquicias en la actualidad. Tras un primer cuarto en el que dominaron a placer los Heat pero sin abusar?(31-22), los de Charlotte reaccionaron en el segundo periodo y coincidiendo con los suplentes de los Heat en acci?n, la pareja de bases formada por Ramon Sessions y Kemba Walker, cada uno con 24 puntos, consiguieron mantener el encuentro vivo al descanso (49-44). Tras los instantes en vestuarios los Heat volvieron a pegar una peque?a sacudida ofensiva con Chris Bosh y sus 21 puntos y 7 rebotes a la cabeza, algo que no pudieron frenar los Bobcats, ya que m?s all? del gran juego que ofrecieron sus dos bases no exist?a mucho m?s. U-M coach Brady Hoke remains elusive on why Denard Robinson was on kick return

Ann Arbor - Michigan coach Brady Hoke has mastered the art of the non-answer answer.

Hoke coyly side-stepped questions at his weekly news conference Monday about senior quarterback Denard Robinson's appearance on the kickoff return unit to open the second half against Michigan State last Saturday.

Michigan snapped a four-game losing streak against in-state rival MSU when Brendan Gibbons, the Big Ten's special teams player of the week, made a 38-yard field goal with five seconds left for a 12-10 win.

The 20th-ranked Wolverines play in prime-time at Nebraska on Saturday.

When asked his intent for putting Robinson on kickoff, Hoke gave a quick response.

"Maybe return a kickoff," he said.

Did Hoke have to twist's Robinson's arm to do this?

"I never twist his arm," Hoke said.

So when did the plan hatch?

Hoke took a few seconds to determine his next side-step.

"It's just a good plan," Hoke said.

In personnel news, cornerback Raymon Taylor who left the Michigan State game with an undisclosed injury, is expected to play against Nebraska, Hoke said.

Hoke also said he's not disappointed with tailback Fitz Toussaint's rushing production this season, and said freshman receiver Jehu Chesson is going to redshirt.

As for the clock running late in the game after Michigan got a first down, Hoke said they're "trying to figure it out". Working with the Big Ten's head of officials to understand why the clock wasn't stopped.

GARRETT - RAMSEY'S ASSUMPTIONS ABOUT STOCKS ARE ...

Rulers, The following is from Dave Fisser, a retired pilot that sits on our Southwest Pilot's 401K committee. Dave wrote an article titled "Retirement Planning: Not Average Math" I copied some excerpts for you to consider. In particular, Dave Fisser took notice to some of the very things I had previously posted regarding Dave Ramsey's retirement advice. Again, I think Mr. Ramsey is excellent at personal finance. However, I believe he's doing a disservice to his followers regarding stock market expectations for retirement planning. I just think Mr. Ramsey and I need to meet so I can set him straight on some facts and introduce him to Rule #1 Investing! Here's some of Dave Fisser's article:

"AAII Journal quoted that a healthy 65-year-old had a 36.9 percent probability of reaching age 90 and a 17.6 percent probability of reaching age 95. But an Associated Press newspaper article quoted that for a healthy 65-year-old couple, chances are 63 percent that one would live until age 90 and there was a 36 percent chance of one of them living until age 95. In the Sunday Dallas Morning News business section, June 19, 2011, Dave Ramsey advised a reader, ?Build a nest egg that you can live off about 8 percent of. If you have $500,000 stashed away, then that would mean about $40,000 a year.? He justified that by saying, ?Throughout the history of the stock market, the Standard & Poor?s 500 has averaged between 11 percent and 12 percent.? He then stated, ?But if inflation runs about 3 or 4 percent, and you?re making 11 to 12 percent, you can pull out 8 percent and still leave enough in there to give yourself an inflation raise every year and not touch your nest egg.? Unfortunately, Dave Ramsey doesn?t offer any research to support his advice.

Consider the historical periods of poor annualized compound performance for the S&P 500 and the corresponding inflation rates: 1929-1948 S&P 3.1 percent and inflation of 1.7 percent; 1966-1981 S&P 6.0 percent and inflation of 7.0 percent; and the most recent period from 06/30/1996 to 06/30/2011 (Morningstar data) S&P 6.42 percent and inflation of 2.44 percent. One can see that the 8 percent spread between returns and inflation doesn?t always happen for long periods of time. What Ramsey may also have stated was arithmetic average returns rather than geometric or compounded returns. When I add the calendar year performances from 1926 to 2008 and the divide by 83, I get close to 12 percent. The differences are huge. Take $100 and subtract $50 and then add $50, the arithmetic sum is $100. Then take the same $100, lose 50 percent and then gain 50 percent and you?re left with $75, a notable difference due to compound math!

Another dubious assumption is that a retiree would have 100 percent of a retirement portfolio in stocks. Just think of the stress because of the volatility in August and September of this year, let alone most of 2000-2002 and the last half of 2008. For a second opinion, I consulted a recent update to the original Trinity Study, which used actual stock and bond calendar year returns (not averages) from 1926 through 2009. It showed a 100 percent stock portfolio, assuming an initial 8 percent withdrawal rate, and withdrawals adjusted for inflation had a 44 percent chance of lasting 30 years. So using averages says that the 8 percent withdrawal may work, but reality says it doesn?t always and who wants to be a part of the 56 percent who?ll run out of money? The Trinity study also stated that a 50 percent stock and 50 percent bond portfolio with a 4 percent initial withdrawal, increased for inflation, had a 96 percent chance of surviving 30 years. I?ll opt for the more conservative odds, with less volatility.

There are many critics of the 4 percent withdrawal rule as well, one being its attempt to support non-volatile spending with volatile investing. In other words, if the markets do real well, you may die with a whole bunch of money you could have spent somewhere early on. But who knows when emergencies may arise that call for the use of ?reserve? funds and who can predict market returns? I think the idea of ?non-volatile spending? is a misnomer as well. Can anyone, with any certainty, quote future heath care costs? It would also be nice to avoid volatile investing, but guarantees come at their own price as well.

This whole discussion is just the beginning of things to think about. It?s not to disparage Dave Ramsey or any other advisor, but retirees need to understand the assumptions of any retirement plan, whether the assumptions are reasonable, and then do the math as part of your homework. Average numbers don?t represent the worst-case scenarios. Effort spent now will make the retirement flight that much more enjoyable and stress free."

United Nations Cites Social Web as Terrorist Propaganda Platform ...

Social networks and other modes of Internet communication are one of the new ways of spreading terrorist activity, according to a United Nations report titled ?The Use of Internet For Terrorist Purposes,? published on Monday morning.

The report, first spotted by Bloomberg, specifically cites social networks Facebook, Twitter and YouTube as three platforms that can be used to reach a wider audience of potential new recruits, given the networks? massive global user bases and broad communications distribution.

?Content that might formerly have been distributed to a relatively limited audience ? has increasingly migrated to the Internet,? the report states. ?Such content may be distributed using a broad range of tools, such as dedicated websites, targeted virtual chat rooms and forums, online magazines, social networking platforms such as Twitter and Facebook, and popular video and file-sharing websites, such as YouTube and Rapidshare, respectively.?

Among other things, the report claims that information regarding terrorist activity was previously more difficult to spread, mostly relegated to physical media such as CD-ROMs and DVDs. Social networks, then, make it easier for terrorist organizations to push out digital recruiting materials and propaganda to potential sympathizers.

Which, to be fair, is sort of obvious. As we come of age in an Internet society, new forms of mass communication and information distribution are being created on a near-daily basis. The entire point of Twitter, for instance, is to tap into a global conversation, while Facebook aims to connect people, and encourages them to share more information.

The report also points out that search engines make it easier to find terrorist content, while message boards and Internet forums make it possible for relaying messages back and forth online. So, in a nutshell, the U.N. is saying that, with the help of the Internet, it?s easier to find terrorist content if you?re looking for it.

?As the U.N. report points out very clearly, this is an issue for every kind of platform of communication in a digital age ? from cellphones and social networks to search engines and video-sharing services,? a Facebook spokesperson told AllThingsD.

It?s also worth noting that both Facebook and YouTube have protocols in place for flagging objectionable materials, including terrorist propaganda and hate speech.

So says a Facebook spokesperson: ?Our policies very clearly prohibit praise, support or representation of terrorism, terrorist groups and individuals, and acts of terrorism. There is no place on Facebook for people who promote violence, and we devote significant resources to prevent even the rare instances when people do try to misuse our service.?

Twitter and Google did not respond to requests for comment.

Fishy physics: Adaptation lets silvery fish reflect light without polarization, may help them evade predators

ScienceDaily (Oct. 21, 2012) ? Silvery fish such as herring, sardine and sprat have evolved special skin that gets around a basic law of physics, according to new research from the University of Bristol published Oct. 21 in Nature Photonics.

Reflective surfaces polarize light, a phenomenon that fishermen or photographers overcome by using polarizing sunglasses or polarizing filters to cut our reflective glare. However, PhD student Tom Jordan and his supervisors Professor Julian Partridge and Dr Nicholas Roberts in Bristol's School of Biological Sciences found that these silvery fish have overcome this basic law of reflection -- an adaptation that may help them evade predators.

Previously, it was thought that the fish's skin -- which contains "multilayer" arrangements of reflective guanine crystals -- would fully polarize light when reflected. As the light becomes polarized, there should be a drop in reflectivity.

The Bristol researchers found that the skin of sardines and herring contain not one but two types of guanine crystal -- each with different optical properties. By mixing these two types, the fish's skin doesn't polarize the reflected light and maintains its high reflectivity.

Dr Roberts said: "We believe these species of fish have evolved this particular multilayer structure to help conceal them from predators, such as dolphin and tuna. These fish have found a way to maximize their reflectivity over all angles they are viewed from. This helps the fish best match the light environment of the open ocean, making them less likely to be seen."

As a result of this ability, the skin of silvery fish could hold the key to better optical devices. Tom Jordan said: "Many modern day optical devices such as LED lights and low loss optical fibres use these non-polarizing types of reflectors to improve efficiency. However, these human-made reflectors currently require the use of materials with specific optical properties that are not always ideal. The mechanism that has evolved in fish overcomes this current design limitation and provides a new way to manufacture these non-polarizing reflectors."
